Goals, Tasks and Cooperation
In order to be able to effectively provide their waste authorities with the IT systems they need and to implement joint IT systems in the area of waste monitoring, the federal states in Germany agreed on close cooperation more than 25 years ago. The organisational framework for this is the Administrative Agreement for the Joint Waste IT Systems (GADSYS), with which the “Länder Working Group GADSYS (LAG GADSYS)” was set up by the Länder as the administrative body responsible for implementing the IT systems.
All federal states work together on an equal footing in the LAG GADSYS.
Coordination and decision-making processes take place on the basis of the regulations of the administrative agreement and the rules of procedure in various committees and specialist working groups. These groups consist of employees from the ministries and from the authorities responsible for waste monitoring from the federal states.
All fundamental agreements and decisions are made during the meetings of the LAG GADSYS, in which each federal state is represented by one person. The steering group has the task of coordinating day-to-day business and consists of the chair and elected members. The federal states take turns to provide the chairperson of the LAG GADSYS periodically between the countries. Overarching topics such as quality assurance, public relations and data security/protection are dealt with by specialist working groups.
The InformationsKoordinierende Stelle Abfall DV-Systeme (IKA) is the business office of the working group joint waste data processing systems (Länderarbeitsgruppe Gemeinsame Abfall DV-Systeme - LAG GADSYS). The tasks of the IKA are currently performed by GOES Gesellschaft für die Organisation der Entsorgung von Sonderabfällen mbH in Neumünster on behalf of the LAG GADSYS.
The costs arising from the development, operation and maintenance of the services are borne by the Länder on a pro rata basis according to the so called Königsteiner Schlüssel ("Königstein ratio").
Software and Projects
The starting point for the cooperation between the Länder (the federal states in Germany) in the working group joint waste data processing systems (Länderarbeitsgruppe Gemeinsame Abfall DV-Systeme - LAG GADSYS) was the development of the waste monitoring system ASYS as a specialist application for the waste authorities. In the years that followed, electronic procedures were introduced as mandatory or optional in various areas of waste law. As part of their cooperation in the LAG GADSYS, the federal states develop, operate and maintain the software required for these processes and make it available for the waste-generating companies, the companies involved in disposal and their own waste authorities.
The aim of the LAG GADSYS in implementing electronic procedures is to achieve end-to-end digitisation. The use of infrastructure already operated by the LAG GADSYS makes it much easier to implement new procedures: all processes submitted via the online services are forwarded to the federal states using secure transmission protocols via the virtual mailroom operated by the LAG GADSYS. These processes are processed by the waste authorities using the nationwide waste monitoring system ASYS. In many procedures, the confirmations of receipt and notifications issued by the authorities are also provided to the economic operators electronically.
Major projects and developments of the LAG GADSYS were:
- the development of the ASYS waste monitoring system (since 1999)
- implementing the electronic notification of accredited companies in accordance to the End-of-life Vehicles Ordinance (AltfahrzeugV) (since 2004 eMMV)
- implementation of the electronic documentation for the proper disposal of waste (since 2010 eANV)
- the waste information system for authorities (since 2011 IPA-KON; since February 2022 eBAIS)
- implementing the electronic application and electronic notification for waste management activites (since 2014 eAEV)
- development of the electronic notification for waste management companies certified in accordance to the Ordinance on Specialised Waste Management Companies (Entsorgungsfachbetriebsverordnung , EfbV) to competent authorities electronically (since 2018 eEFBV)
- provision of the online services for applying for company/enterprise numbers under waste legislation and for applying for exemptions from the obligations to keep records and registers (from summer 2023 eBNuR)
- implementing the online service for the notification of waste collections (from October 2024 eANZAS)
- the introduction of the english-language version of the online service for submitting notifications (from October 2024 eAEV)
The working group joint waste data processing systems (Länderarbeitsgruppe Gemeinsame Abfall DV-Systeme - LAG GADSYS) does not develop, operate and maintain its online services and offers itself, but uses suitable service companies for this purpose.
